Scott Spencer is a rail industry consultant with diversified management and consulting experience in service and start-up planning, operations, business development, strategic planning, management, government relations, marketing and service quality. His career has included service development and operations for freight railroads, high speed rail, commuter rail, metros, and light rail transit in the United States and internationally on such projects as the Philadelphia Airport Line, the Cairo Metro, Taiwan High Speed Rail and The InterContinental Railway.
During Mr. Spencer’s tenure at SEPTA he developed the start-up and operating plans for North America’s first through-service rail system in 1984 with the opening of SEPTA’s Commuter Rail Tunnel and the first Service Quality Program for rail passenger service. His operating and management experiences at SEPTA and America’s first automated transit system, PATCO’s Lindenwold Hi-Speed Line, serve as the inspiration and best practices for the development of AmeriStarRail’s innovations for Amtrak’s Northeast Corridor. These practices include operating plans to replace inefficient terminal operations with through-service and implementing high frequency, high speed, high performance service on easy-to-use “memory” schedules.
